State Secretary for Global Affairs and Diplomatic Strategies

Cornel Feruţă has been appointed State Secretary for Global Affairs and Diplomatic Strategies on January 21st 2020. He is a career diplomat since 1998 and holds the diplomatic rank of Ambassador in the Romanian Diplomatic Service. Starting 2013, he held various positions within the International Atomic Energy Agency (IAEA) as Assistant Director General, Chief Coordinator and Acting Director General (between 25 July and 2 December 2019). Between 2012 and 2013 he was Director General for Political Affairs and Political Director in the Romanian Ministry of Foreign Affairs (2012-2013). In the first half of 2013, he was Chairman of the PrepCom II of the NPT Review Conference. In 2012 he was briefly Chief of Staff to the Prime Minister of Romania. From 2005 to 2007 he served as Chief of Staff to the Minister of Foreign Affairs of Romania. Previously, he held other senior positions in the Ministry of Foreign Affairs, including Director of the Western Balkans and Regional Cooperation Division (2004) and Advisor in the Minister’s Cabinet. From 2007 to 2012 he was Romania’s Ambassador and Resident Representative to the IAEA, UN and other international organisations in Vienna. In this capacity he served as President of the 55th IAEA General Conference in 2011 and from October 2008 to September 2010, as governor for Romania to the IAEA Board of Governors, he served two consecutive mandates as Vice-chairman of the IAEA Board. In this context, he chaired and guided the negotiations on some key issue on the agenda. Moreover, he served as the OSCE Chairmanship Coordinator for post-conflict rehabilitation in 2011. As Corfu Coordinator on Enhancing the OSCE’s effectiveness in 2010, he was involved in the process aimed at rebuilding trust between OSCE participating States and taking forward the dialogue on Euro-Atlantic and Eurasian security. From January to December 2009, Mr. Feruţă fulfilled the role of Chairman of the OSCE Economic and Environmental Committee. Cornel Feruţă graduated from the Faculty of Political and Administrative Sciences of the Bucharest University. He holds a degree in Political Sciences and a MA in International Relations. He is fluent in English and French. He is married and has three children.
